Kindlearth exists to address a recurring failure in rural development and construction work: systems that fragment,
lose authority, or decay once projects and funding cycles end. It maintains canonical system logic as a stewarded
reference — defined by intent, boundaries, and constraints — so that knowledge remains coherent, inspectable, and
viable over long horizons, particularly in resource-constrained and climatically exposed contexts.
Tier 2 Systems — Governed Access
Tier 2 systems document bounded trade-offs where Tier 1 constraints cannot be fully met.
They are governed to ensure compromises are explicit, justified, and materially better than
typical high-impact alternatives.
Tier 2 systems are evaluated against the governing Future Constraints defined in the reference layer.
Where full compliance is not possible, departures are made explicit and bounded, rather than assumed or obscured.
